Quebec Immigrant Investor Program Reopens

It has been confirmed by the Ministère de l’Immigration, de la Diversité et de l’Inclusion that the Quebec Immigrant Investor Program is open for applicants from May 29, 2017, to February 23, 2018. The quota remains 1,900, with a maximum of 1,330 applicants from China, Hong Kong and Macao.

The QCIIP facilitates immigration to Canada for qualified investors who wish to settle in Quebec by making a passive investment through Arton Investments or another authorized financial intermediary. This non-interest bearing passive investment must be maintained for five years.

Applicants must invest CA$800,000 in a government-guaranteed investment and demonstrate a net worth of CA$1.6 million. Successful applicants will receive permanent residency in Quebec and may apply for Canadian citizenship after three years provided they meet certain conditions.

French-speaking applicants may apply as well at any time and are not bound by the program’s quota.

Quebec IIP reopens on May 30, 2016

The Quebec Immigrant Investor Program (QCIIP), one of the world’s most popular immigrant investor programs is open for applications from May 30, 2016 to February 28, 2017.

The QCIIP facilitates immigration to Canada for qualified investors who wish to settle in Quebec by making a passive investment through Arton Investments or another authorized financial intermediary.  This non-interest bearing passive investment must be maintained for five (5) years.

The program quota is set at 1,900 applicants, with no more than 1,330 applicants from P.R. China, including Hong Kong and Macao. Applicants who demonstrate intermediate language skills in French are not included in the quota. They are eligible for priority processing and can submit applications from April 1, 2016 until March 31, 2017.

The eligibility requirements remain the same:

  • Have a minimum net worth of CA$1,600,000
  • Invest CA$ 800,000 through an authorized financial intermediary and declare your intend to settle in Quebec
  • Have experience in managing or owning a business for at least two of the last five years.

Investors have the option of financing their investment through an authorized financial intermediary at competitive interest rates.

Processing fees are as follows:

  • Quebec: CA$15,000 to the Government of Quebec (all dependents included)
  • Canada: CA$ 475 (main applicant), CA$ 550 (spouse) and CA$ 150 (dependents below 19).

Quebec IIP reopens on January 19, 2015

Today, at a meeting between MIDI and the authorized financial intermediaries, it has been confirmed that the Quebec Immigrant Investor Program will reopen on January 19, 2015.

The new approach of assigning a quota to each qualified financial intermediary should result in higher quality files and is expected to increase the acceptance rate of the program.

The minister has signed a decree to be published in the official Gazette on December 23, 2014. The details are:

  • January 19 - March 20 intake
  • Quota of 1,750 files, with maximum 1,200 from China
  • Complete files should be submitted only
  • New documents to be published online this week:
    • New guide for narrative document;
    • List of required documents (minor modifications);
    • New application form;
    • New investment agreement.
  • Application fees are CA$10,106 per family. Payment will be accepted by Canada Post draft, or a draft from a Canadian bank. No credit cards will be accepted.
  • Deposit of files will be in Montreal, Canada only.

Please note that the above does not apply to francophone applicants, who can apply at any time and are not limited by a quota.

Quebec Immigrant Investor Program reopening details

Following our meeting of financial intermediaries and MICC, it was confirmed that the new rules affecting submission and processing of applications are adopted and will come into force on August 1st, 2013. The important points to note are:

Application Quota

The quota will be in force between August 1, 2013 and March 31, 2014 and will be applied to applications selected for processing and not applications received, with the following conditions:

  • 1,750 applications for Quebec Selection Certificate
  • No more than 1,200 applications originating from the same country
  • Candidates who can demonstrate an intermediate level in French using the results of a test recognized by the MICC are not subject to these limits and can deposit files until March 31, 2014.

Timeframe for submitting applications

Applications for Quebec Selection Certificate will be accepted for the period of August 1-16, 2013. This timeframe is fixed regardless of whether or not the applications received exceed the quota.

The abovementioned timeframe is not applicable to candidates with recognized intermediate level of proficiency in French, who can submit applications until March 31, 2014. If an application is accompanied by a recognized French oral test (written not required), it will get priority processing as well. Refer to MICC website, for a list of approved tests and diplomas.

Quebec reopens the Immigrant Investor Program on August 1,2013

We wanted to wait for the outcome of the vote on Bill 25 before announcing the upcoming changes to the QCIIP. The bill, which was approved in the parliament on Friday June 14th, gives the Minister the power to make a decision on the approval or processing of Selection Certificates, for a given period of time. One such decision is expected to be announced by an official decree by the Minister this week, which may implement application quotas per category, country or region, as well as introduce changes in the way the files are handled.

It has been confirmed that the QCIIP will reopen on August 1st, 2013 with the following conditions:

  • CA $800,000 investment requirement
  • CA $1,600,000 net worth requirement
  • 2,000 files quota with a 70% maximum per country (to be confirmed this week)
  • CA $10,000 application processing fees
  • Files will be submitted to both BIQ-Hong Kong and BIQ-Montreal, as per usual procedures.

We will inform you as soon as the decree has become official. In the meantime, we invite you to contact us to obtain the procedural changes to be implemented by the MICC on June 17th, 2013.
